It's not a separate "criminal record check" system — in India, it's applied for and issued through the same Passport Seva Online Portal used for passport applications, and only to people who already hold a valid Indian passport.

Who Needs a Police Clearance Certificate?

PCC is typically asked for by a foreign authority, employer, or institution — not something you'd need for everyday use in India. Common situations include:

• Immigration or Permanent Residency (PR) applications — for countries like Canada, Australia, New Zealand, and others
• Long-term work visas and employment abroad — including Gulf countries such as Saudi Arabia, the UAE, Qatar, Kuwait, and Bahrain
• Long-term study or residence visas in several countries
• Residential status or settlement applications overseas

Eligibility — Do You Qualify to Apply?

Same-Day PCC vs. Fresh Police Verification

Whether your PCC can be issued the same day depends on your specific case. If your current passport's police verification was positive with no adverse entries, your address hasn't changed since then, and a few other conditions are met, a PCC can sometimes be issued on the spot at your appointment. If your address has changed, your passport was issued without police verification, you were a minor at the time and are now an adult, or your case doesn't meet the same-day conditions, your application goes through fresh police verification — similar to a new passport — which can take around 30 days. Recent guidance has also made passport authorities more likely to call for fresh verification even in borderline cases, so it's worth not assuming same-day issue in advance.

PCC Validity — How Long Can You Use It?

A PCC issued in India is generally valid for 6 months from its issue date. For several Gulf countries — including Iraq, Kuwait, Saudi Arabia, Qatar, and Bahrain — the accepted validity is shorter, typically around 3 months. In all cases, your PCC needs to still be valid on the date your visa is actually issued, not just when you apply — so timing your PCC application against your visa timeline matters.

Understanding ECR and ECNR

ECR (Emigration Check Required) and ECNR (Emigration Check Not Required) are statuses printed on your passport that determine whether you need emigration clearance from the Protector of Emigrants before taking up employment in certain countries.
