A Residence or Domicile Certificate is an official document issued by the Revenue Department confirming that you are a permanent resident of Punjab. In Punjab, yes — "Residence Certificate" and "Domicile Certificate" refer to the same document and are used interchangeably on government portals. Both confirm permanent residency in the state, as distinct from a temporary address proof.

Why It's Required

Most people apply for this certificate when a specific admission, job application, or scheme explicitly asks for state-domicile proof — not for everyday use. Common situations include NEET and other professional course admissions under Punjab's state quota, PPSC and PSSSB government job applications, Punjab state scholarships, and eligibility for various state welfare schemes.

Eligibility — Who Can Apply

You generally qualify for a Punjab Residence Certificate if any one of the following applies to you:

• You've lived continuously in Punjab for the required minimum period (typically around 3–5 years)
• You were born in Punjab
• Your parents are permanent residents of Punjab
• You're employed with the Punjab Government or a local body
• You own immovable property in Punjab
• You're married to a permanent resident of Punjab

How the Online Application Works

The application is submitted on Punjab's Connect Punjab portal (also called Punjab Sewa), or in person at any Sewa Kendra if you'd rather apply offline. The online form is organised into a few clear sections: your Applicant Details, Beneficiary Details, Correspondence Address, Permanent Address, and a Documents Upload step — filling each one carefully the first time avoids delays later. Once approved, you can track and download your certificate from the eSewa Punjab portal.

Verification

Depending on your case, a Revenue Inspector or local police officer may visit your declared residence to verify how long you've actually lived there before the certificate is approved — this is the main reason processing isn't always instant, and why accurate, consistent address details across your documents matter.

Validity

A Punjab Residence/Domicile Certificate, once issued, is valid for life — you don't need to renew it periodically the way some other certificates require.

1. Fill in Applicant & Beneficiary Details — Register or log in on the Connect Punjab portal and enter your applicant and beneficiary details.
2. Enter Your Addresses — Provide your correspondence address and permanent address as required by the form.
3. Upload Documents — Upload Aadhaar, proof of residence, and any supporting documents (birth certificate, parent details, passport) that apply to your case.
4. Pay the Fee and Submit — Pay the government fee online and submit your application for review.
5. Verification — A Revenue Inspector or local officer may verify your declared address before approval.
6. Download Your Certificate — Once approved, track and download your certificate from the eSewa Punjab portal.
