A driving licence is one of those documents that people put off getting until they suddenly need it — and then discover the process involves two stages, a learner's test, a driving test, an RTO visit, and a wait of several weeks. The good news is that most of the application process in Punjab can now be done online through the central Sarathi Parivahan portal — including document upload, fee payment, and test slot booking. You only need to visit the RTO for the actual tests.

This guide explains exactly how to apply for a driving licence in Punjab in 2026 — from learner's licence to permanent DL — with the correct fees, documents, and step-by-step process.

Two Stages — How the Process Works

Getting a driving licence in Punjab (and across India) is a two-stage process:

Stage 1 — Learner's Licence (LL): You apply online, take a computer-based theory test at the RTO, and get your Learner's Licence. This lets you practice driving on public roads under supervision.

Stage 2 — Permanent Driving Licence (DL): After holding your Learner's Licence for at least 30 days (but not more than 180 days), you apply for the permanent DL and take a practical driving test at the RTO.

Both applications go through the same portal — sarathi.parivahan.gov.in — which is the national driving licence platform run by the Ministry of Road Transport and Highways.

Who Is Eligible for a Driving Licence?

Age requirements depend on the vehicle category:

  • Gearless two-wheelers (scooters, mopeds up to 50cc): 16 years (parental consent required)
  • Geared motorcycles and light motor vehicles (cars): 18 years
  • Transport / commercial vehicles (trucks, buses): 20 years

Additional requirements: you must be physically and mentally fit to drive, know traffic rules and road signs, hold a minimum 8th-grade pass certificate for transport/commercial licences, and for applicants aged 40 and above, a medical certificate (Form 1A) from an authorised doctor is mandatory.

Documents for a Learner's and Permanent Licence

For all applicants:

  • Age proof — birth certificate, Class 10 marksheet (board certificate), or passport
  • Address proof — Aadhaar, voter ID, ration card, or electricity/water bill
  • Identity proof — Aadhaar is preferred as it enables e-KYC and pulls data automatically
  • Form 1 — self-declaration of physical fitness (filled online during application)
  • Passport-size photograph
  • Mobile number linked to Aadhaar for OTP verification

Additional for specific cases: Form 1A medical certificate (mandatory for applicants aged 40 and above), parental consent letter (for 16-year-old applicants applying for gearless two-wheeler licence), and Learner's Licence number (required when applying for the permanent DL).

If your Aadhaar address is outdated, update it before applying — address mismatch causes rejections at the RTO. Our Aadhaar Update / Correction service can help with that.

Driving Licence Fees

  • Learner's Licence (per vehicle class): ₹150
  • Learner's test fee: ₹50
  • Driving test fee (per vehicle class): ₹300
  • Driving Licence issue fee: ₹200
  • Total for standard car + bike (LMV + MC): approximately ₹700–₹1,000
  • DL renewal fee (within 30 days of expiry): ₹50
  • International Driving Permit: ₹1,000

Fees are paid online through the Sarathi portal via UPI, net banking, or debit/credit card.

Stage 1 — How to Apply for Learner's Licence Online

Step 1: Go to sarathi.parivahan.gov.in

Step 2: Select Punjab from the state dropdown

Step 3: Click "Apply for Learner's Licence"

Step 4: Read the instructions and click "Continue"

Step 5: Fill in your details — name, date of birth, address, mobile number. If your Aadhaar is linked to your mobile, details are pulled automatically via e-KYC.

Step 6: Select the vehicle class you want the licence for — MC (motorcycle with gear), LMV (light motor vehicle — car), or MC + LMV (both)

Step 7: Upload documents — age proof, address proof, photograph. Some RTOs in Punjab allow Aadhaar-based e-KYC which reduces document upload requirements.

Step 8: Fill in Form 1 (self-declaration of fitness) online

Step 9: Pay the fee — ₹150 per vehicle class + ₹50 test fee

Step 10: Book your Learner's Licence test slot at your nearest Punjab RTO. The test is computer-based — questions on traffic rules, road signs, and driving regulations.

Step 11: Appear for the test on your booked date at the RTO with original documents

Step 12: On passing, your Learner's Licence is issued — either digitally or sent to your address within a few days

Stage 2 — How to Apply for Permanent Driving Licence

After holding your Learner's Licence for at least 30 days (and within 180 days):

Step 1: Go to sarathi.parivahan.gov.in → select Punjab → click "Apply for Driving Licence"

Step 2: Enter your Learner's Licence number and date of birth — the portal pulls your existing details

Step 3: Confirm the vehicle classes and upload any additional documents if required

Step 4: Pay the fee — ₹300 per vehicle class + ₹200 DL issue fee

Step 5: Book your driving test slot at your nearest Punjab RTO

Step 6: Appear for the practical driving test on the booked date. Bring your own vehicle or use a driving school vehicle. You must demonstrate ability to drive safely, handle traffic situations, and follow road rules.

Step 7: On passing, the Permanent Driving Licence is printed on a smart card and sent to your registered address within 7 to 14 working days.

Which RTO to Go To in Punjab

You apply to the RTO of the district where you permanently reside. Punjab has RTOs in all major districts: Amritsar, Ludhiana, Jalandhar, Patiala, Bathinda, Mohali (SAS Nagar), Ferozepur, Gurdaspur, Hoshiarpur, Ropar (Rupnagar), Sangrur, Moga, Fatehgarh Sahib, Faridkot, Mansa, Muktsar, Nawanshahr, Tarn Taran, Kapurthala, Pathankot.

Book your test slot online through Sarathi — you select your district RTO during the application process.

How to Track Your Application

  1. Go to sarathi.parivahan.gov.in
  2. Click "Application Status"
  3. Enter your application number and date of birth
  4. Current status is displayed

How to Renew Your Driving Licence in Punjab

If your DL has expired or is about to expire:

  1. Go to sarathi.parivahan.gov.in → select Punjab
  2. Click "Apply for DL Renewal"
  3. Enter your existing DL number
  4. Upload required documents — existing DL, Aadhaar, address proof; Form 1A medical certificate if aged 40+
  5. Pay renewal fee — ₹50 if renewed within 30 days of expiry; higher fees apply for later renewals
  6. Submit — the renewed DL is sent to your registered address

How to Apply for an International Driving Permit (IDP)

  1. Go to sarathi.parivahan.gov.in → select Punjab
  2. Click "Apply for International Driving Permit"
  3. Upload your passport, visa copy, and travel ticket/itinerary
  4. Pay ₹1,000 fee
  5. The IDP must be collected in person from the RTO — it is valid for 1 year

Application Mistakes That Delay Your Driving Licence

  • Applying for the permanent DL before 30 days — the portal will reject the application; the minimum gap between LL issue and DL application is 30 days
  • Not booking the RTO test slot in advance — RTO slots in busy districts like Ludhiana and Amritsar fill up fast; book as soon as you're eligible
  • Aadhaar address mismatch — if your Aadhaar address differs from where you currently live, the RTO may flag your application; update Aadhaar first
  • Going to the wrong RTO — you must apply at the RTO of your home district, not any RTO in Punjab
  • Forgetting original documents at the RTO visit — you need originals even if you uploaded scanned copies online; missing originals means rescheduling
