A Voter ID card — officially called the Electors Photo Identity Card or EPIC — is one of the most widely used identity documents in India. In Punjab, it's not just for voting in assembly and general elections. Banks, landlords, government offices, and scheme applications routinely accept it as valid proof of identity and address. If you've turned 18, moved to a new address, or simply never registered, this guide explains exactly how to get one in 2026.
What Is a Voter ID Card (EPIC)?
The Electors Photo Identity Card (EPIC) is issued by the Election Commission of India (ECI) to every registered voter. It carries a unique 10-digit alphanumeric EPIC number and serves two purposes: it is your proof of registration to vote in all elections — Lok Sabha, Vidhan Sabha, and local body — and it functions as a valid government-issued photo ID and address proof for a wide range of services.
Punjab has 117 Vidhan Sabha constituencies and 13 Lok Sabha seats. Your Voter ID links you to a specific constituency based on your residential address — which is why getting the address right at registration is important.
Who Is Eligible?
To register as a voter in Punjab:
- You must be a citizen of India
- You must be 18 years of age or above as on 1st January of the qualifying year — this is the key date; if your 18th birthday falls after 1st January, you register in the following year's cycle
- You must be ordinarily resident at the address in Punjab where you are registering — meaning you live there habitually, not just temporarily
- You should not already be registered in another constituency; if you've moved, you need to shift registration using Form 8A, not register twice
Documents Needed for a Voter ID Card
The document requirements are minimal — one of the reasons voter registration is one of the easiest government processes in India:
Photograph: Recent passport-size colour photograph (JPEG, 10–50 KB)
Date of Birth Proof (any one): Aadhaar card, birth certificate, Class 10 board marksheet or certificate, passport, or PAN card (with DOB)
Address Proof (any one): Aadhaar card, ration card, bank passbook (first page), electricity bill or gas bill (recent), rent agreement, or driving licence
Aadhaar card is the most convenient option because it covers both date of birth and address in a single document. If your Aadhaar address is outdated, update it before registering — see our Aadhaar Update / Correction service.
Voter ID Application Fee
Completely free. New voter registration (Form 6), corrections (Form 8), address change (Form 8A), and e-EPIC download are all free of cost at voters.eci.gov.in. No government fee is charged for any voter service in India.

Applying for a Voter ID Offline
Option 1 — Booth Level Officer (BLO): Your local BLO — the ground-level election official for your polling booth — can help you register. You can find your BLO's contact through the voters.eci.gov.in portal or by calling the election helpline 1950.
Option 2 — Electoral Registration Office (ERO): Download Form 6 from voters.eci.gov.in or collect it from your local Block Office, Tehsil, or ERO office, fill it in with blue or black ink, attach 2 passport-size photographs and self-attested copies of age proof and address proof, and submit at the Electoral Registration Office for your constituency.
What Happens After You Apply
Booth Level Officer Visit: After your application is submitted, a Booth Level Officer visits your address to verify your residence. Be available at the address during the verification period — typically within 15 to 30 days of submission.
Approval and Electoral Roll Entry: Once verified and approved, your name is added to the electoral roll for your constituency. You'll receive an SMS confirmation.
Physical EPIC Dispatch: The physical Voter ID card (PVC smart card) is printed and dispatched by post to your registered address. Total time from submission to physical card: approximately 30 to 45 days.
How to Download e-EPIC (Digital Voter ID)
The e-EPIC is a digitally signed PDF version of your Voter ID card that is legally valid for identity and address proof — no need to wait for the physical card:
- Go to voters.eci.gov.in
- Click "Download e-EPIC"
- Enter your EPIC number (from your physical card) or Reference Number (from your application)
- Verify via OTP sent to your registered mobile number
- Download the PDF
The e-EPIC carries a QR code for verification and is accepted everywhere the physical card is.
How to Check Your Voter Registration Status
Before applying, always check if you're already registered — duplicate registrations cause problems:
- Go to voters.eci.gov.in
- Click "Search in Electoral Roll"
- Search by name + district + constituency — or by EPIC number
- If your name appears, you're already registered; check the details and use Form 8 for any corrections
How to Track Application Status
- Go to voters.eci.gov.in
- Click "Track Application Status"
- Enter your Reference Number
- Current status is displayed
How to Correct Voter ID Details (Form 8)
If your name, date of birth, photo, or address within the same constituency needs correction, go to voters.eci.gov.in → log in → select Form 8, fill in the current (incorrect) details and the correct information, upload a supporting document showing the correct details, and submit — free of cost.
For shifting your registration to a new address in a different constituency, use Form 8A instead.
Important Notes for Punjab Voters
- Qualifying date is 1st January — if you turn 18 after 1st January, you register in next year's cycle
- Check before applying — searching the roll first prevents duplicate entry issues
- Name must match your documents exactly — even small spelling differences cause verification delays; use your name as it appears on Aadhaar or Class 10 certificate
- Address must be your ordinary residence — hostels, temporary addresses, or office addresses are not accepted
- Helpline: Call 1950 for voter registration queries and BLO contact details in Punjab
Other Documents Linked to Your Voter ID
A Voter ID card is often applied for alongside or as a prerequisite for other documents and services:
- Aadhaar Update / Correction — update your Aadhaar address before voter registration to ensure both documents match
- Ration Card Punjab — accepted as address proof for voter registration
- Driving Licence Punjab — Voter ID accepted as address proof for DL application
- Caste Certificate Punjab — often applied for alongside voter registration for scheme benefits
- Income Certificate Punjab — Voter ID serves as address proof here too
